Rules of play for the Catch the Ace raffle lottery

“Catch the Ace” is a progressive (accumulative jackpot) raffle lottery; a multiple draw game in which participants purchase tickets for a chance to win.

Prize Monies

Monies will be awarded as follows:

  1. 20% of the proceeds from the sale of tickets from the current draw shall be awarded to the winner whose ticket stub is drawn;
  2. 30% of the proceeds from the sale of tickets from the current draw shall be added to the progressive jackpot; and
  3. 50% of the proceeds from the sale of tickets from the current draw shall be retained by the St Francis Valley Healthcare Foundation and from which allowable expenses shall be paid.

If the winner of the TICKET STUB draw chooses the ACE OF SPADES, the monies will be awarded as follows:

  1. 20% of the proceeds from the sale of tickets from the current draw; plus
  2. The total progressive jackpot of monies including the 30% of the proceeds from the sale of tickets from the current draw.

Ticket Sales:

  • Ticket sales will be conducted in person and online.
  • Tickets are $10.00 each. Credit and some debit cards are accepted as payment when purchasing tickets online.
  • Tickets will only be sold to individuals over the age of eighteen. Government issued proof of age may be asked if the seller of the ticket believes the individual is under the age of eighteen (18).  Tickets cannot be purchased in a minor’s name or on their behalf.
  • Regardless of their home address, participants must be physically in the province of Ontario at the time of purchase, whether online tickets or paper tickets. If tickets were purchased while not physically in the province, they and their ticket would be disqualified from participating in the draw or winning.
  • For in-person purchase of paper tickets, the purchaser must:
    1. Fill in the ticket, including name, contact information and one (1) envelope number (per ticket).  Enter a valid envelope number (1 to 52) from the list of available numbers on display at the sales location.
    2. Ensure the ticket is filled out completely and legibly.
      • If the TICKET STUB drawn does not have an envelope number or has an invalid number (selected by the ticket purchaser of an envelope number previously chosen), the Catch the Ace Raffle Lottery Organizers will make one attempt to contact the ticket purchaser at the telephone number shown on the drawn ticket BEFORE the draw. If unsuccessful in making contact with the ticket purchaser, the TICKET STUB will be still be entered into the drum and if picked, Catch the Ace Raffle Lottery Organizers will select the lowest remaining envelope number.
      • Should the customer enter the wrong portion of the in-person ticket into the draw instead of the TICKET STUB, it will be the responsibility of the customer to contact the St. Francis Valley Healthcare Foundation BEFORE the draw to make arrangements for the TICKET STUB to be entered into the drum. If the customer does not contact the Foundation, the customer ticket portion will NOT be entered into the draw.
      • In the event a TICKET STUB does not contain the purchaser’s FIRST and LAST name, one phone call will be made BEFORE the draw to clarify who purchased the ticket. In the event the ticket purchaser cannot be reached before draw time, the ticket WILL NOT be entered into the drum.
      • In the event a TICKET STUB does not contain a phone number and the ticket is pulled, it will be the responsibility of the ticket purchaser to contact the Foundation to claim the prize. The ticket purchaser has six months from the date of the draw to claim their prize and they must have the customer ticket stub.
      • In the event that a TICKET STUB does not contain any information (name AND phone number) the ticket will not be entered into the drum.
    3. Not deface or alter the ticket by adding address stickers or anything that differentiates the ticket in weight, size or feel. This includes folding, bending or crumpling tickets. Any ticket found that has been altered as above noted will be removed from the draw or disqualified if found in the drum during the raffle draw.
  • For online purchase of tickets, the purchaser must:
    1. Enter details, including name, email, contact information and one (1) envelope number. Select a valid envelope number (1 to 52) from the list of available numbers on the drop-down list.
    2. Complete the secure payment process using a valid credit or debit card.
  • All online receipts will be delivered via email only, within 24 hours of the order confirmation. It is the responsibility of the ticket purchaser to ensure that they receive their receipt, however, purchasers do not need their receipt to be included in the draws or to win. If you have not received your receipts and still require them, please contact the Foundation Help Desk.
  • Two-part numbered stub tickets will be used for in-person tickets and will be unique from draw to draw (in number sequence, colour of tickets etc.) Ticket numbers will be logged for each draw and cross referenced prior to selling the tickets. The smaller portion of the two-part numbered stub ticket (to be known as the TICKET STUB), will be retained by the ticket vendor who will be responsible for its safe keeping.
  • Details (name of purchaser, contact information and envelope # selected) of tickets purchased on-line will be printed onto paper of the identical size, stock and weight as tickets used for in-person sales and entered into the draw. Tickets will be numbered in sequential order.
  • All in-person and online TICKET STUBS are only eligible and valid for the draw in which they were purchased.
  • Online and in-person ticket sales for the initial (November 2, 2023) draw will begin on October 18th, 2023.
  • In-person tickets will be sold starting Thursdays at the end of the current draw with sales continuing up to 1530 h (or 3:30 pm) the following Thursday. Online tickets will be sold starting Thursdays at the end of the current draw with sales continuing until 11:59 p.m. the following Wednesday evening.
  • The following individuals are ineligible to buy tickets:
    • Volunteers directly involved in the draw (picking ticket, opening envelopes, reconciliation and recording). These volunteers may assist in purchasing Catch the Ace tickets for others (i.e. special in-person sales days or online) as long as the original ticket purchaser meets all eligibility requirements.
    • Francis Valley Healthcare Foundation Board Members.
    • Staff of the St. Francis Valley Healthcare Foundation and immediate family members (spouse and children).
  • The St Francis Valley Healthcare reserves the right to limit the number of tickets sold to an individual and or group of people per weekly draw.
  • Group tickets must have ONE full name printed clearly on the front of ticket designated as the captain. With “captain” in brackets beside.  That individual is then responsible for dispersal of winnings to group. The group name to be printed clearly on the back of ticket.
  • In the case of shared tickets, it will be the responsibility of the Ticket Holder to allocate the prize. Only one winning cheque will be issued. 

Video Taping

  • All draws will be video recorded and be available to the licensing authority upon request. The video recording shall be in high definition (minimum resolution of 720 p) in a well-lit environment with an unobstructed view of all raffle activities and show:
    • Selection of the winning draw ticket;
    • Selection of the envelope containing a playing card (as determined by a legible number on the TICKET STUB by the ticket purchaser at the time of purchase);
    • Reveal of the selected playing card from within the sealed envelope; and,
    • Destruction of the playing card if it is not the ACE of SPADES.
  • All video recordings will be secured by the St. Francis Valley Healthcare Foundation and maintained for at least 30 calendar days after the draw date, after which they may be deleted or destroyed.
  • Any winner who is paid a prize agrees to grant to the St. Francis Valley Healthcare Foundation an irrevocable right to publish through all types of media broadcasting, including the internet for the purposes of promoting the win, their full name, hometown and photograph without any claim for broadcasting, printing or other rights. The winner who is paid a prize also gives to the St. Francis Valley Healthcare Foundation the right to publish any additional information that they voluntarily provide.  The winner shall have no claim against the St. Francis Valley Healthcare Foundation for invasion of privacy or any other ground(s) by reason of the publication or broadcasting of their name, hometown or photograph or information voluntarily provided by the winner.
  • The winner will provide their full name, address and phone number to the St. Francis Valley Health Care Foundation for reporting requirements. The address and phone number will NOT be made public.

Ticket Draw

  • Weekly draws will be conducted in person. Each Thursday at 4:00 pm EST at 7 St. Francis Memorial Drive, (1) one ticket will be randomly drawn by a Catch the Ace bonafide member from all tickets sold that week (both in-person and online sales). Only one (1) ticket will be drawn each week.  The envelope number shown on the ticket will be opened. The winning ticket holder will receive the weekly prize amounting to 20% of that week’s draw ticket sales.
  • Ticket Draws will take place at 4:00 p.m. EST every Thursday starting November 2nd, 2023. It is guaranteed that the draw will not take place prior to this time. However, depending on a number of factors, the draw may take place after this time.  Organizers will do their best to keep as close to designated draw time as possible, though delays are possible.  Should there be a need to cancel a regularly scheduled ticket draw; notification of the cancellation will be announced on our website (sfvhfoundation.com) and through our Facebook page.
  • The draw venue will be held at St. Francis Memorial Hospital. A live stream of the event will take place on the Foundation’s Facebook page, and a taped version will be posted on the Foundation website immediately after.
  • See Appendix ‘A” for the complete Draw Schedule.
  • Immediately prior to each draw the following will be announced to those present:
    • The Ticket Sales for the current draw;
    • The Draw Prize (20% of the weekly sales);
    • The current Progressive Jackpot amount (including the 30% from the weekly sales for the current draw).
  • The individual selecting the winning TICKET STUB and/or assisting with the reveal of the playing card must be impartial and MUST NOT have purchased or had someone purchase a ticket for them for that weekly draw.
  • If the number on the winning ticket stub that corresponds with the sealed envelope containing a playing card is the ACE of SPADES, in addition to winning the weekly 20% prize from the draw, the ticket purchaser will also win the Progressive Jackpot.
  • The Ticket Purchaser of the TICKET STUB drawn does not have to be in attendance to win.
  • If the selected envelope does not contain the ACE of SPADES, the playing card from within the envelope will be destroyed and the envelope number will be removed from the next draw’s envelope selection.
  • The progressive prize portion of the ticket sales for that draw (30%) is rolled over to be included in the Progressive Jackpot for the next scheduled draw.
  • The winning TICKET STUB holder will be notified by telephone and advised where and when they can claim their prize.
  • Photo identification will be required to claim any prize.
  • All prizes will be paid by cheque, in Canadian funds, to the person named on the winning TICKET STUB.
  • Any prizes which are not claimed will be secured or placed in safekeeping for a period of six (6) months from the date of the draw. If at the end of six (6) months the prize has still not been claimed, the prize or monies equivalent to the fair market value of the prize will be donated to a beneficiary approved by the licensing authority.
  • At the conclusion of each draw, all non-winning tickets will be removed from the drum, and together with all remaining unsold tickets for that draw destroyed after 30 days.
  • After each draw that does not produce the ACE of SPADES, the remaining unopened envelopes with the cards in them will be kept in a secure location.
  • Winning tickets will remain on file in accordance with the requirements of the raffle license.
  • A record will be kept of all draws, including the sequence of ticket numbers and other details of tickets in play (colour of tickets, etc.).
  • The Rules of Play will be made available to all participants through signage and on our website (sfvhfoundation.com).
  • If it is deemed that at any point during the Lottery the St Francis Valley Healthcare Foundation “Catch the Ace” Raffle organizers cannot ensure the safety of participants, staff, volunteers and the public though every reasonable measure has been taken will conclude the current lottery on the following Friday.
    • To conclude this lottery, if the ACE of SPADES is not selected from the first winning ticket drawn, another ticket will be drawn.
    • This subsequent and all subsequent tickets drawn after the first ticket will not win the weekly prize, but the envelope number shown on the ticket will be eligible for the Progressive Jackpot.
    • As each envelope is opened to reveal the playing card and it is not the ACE of SPADES that playing card with its envelope will be removed from further play.
    • The ticket that reveals the ACE of SPADES shall be declared the Progressive Jackpot winner.
    • This will conclude the series of draws for this lottery.

Card Draw

  • At least two bonafide Catch the Ace members must participate in the creation of the 52 new envelopes for the new draw.
    • A new deck of 52 playing cards is shuffled thoroughly and placed face down. They are then individually placed into envelopes (cards are still face down) and then sealed.
    • Once all 52 cards have been placed into envelopes and sealed, they are again shuffled/mixed. They are then numbered/labelled individually from 1 – 52, then placed in numerical order in a locked display case.
    • The locked display case is held in the possession of the St. Francis Valley Healthcare Foundation.

Proceeds

The St. Francis Valley Healthcare Foundation is a not for profit organization responsible for raising funds for Valley Manor Long Term Care, St Francis Memorial Hospital and Madawaska Valley Hospice Palliative Care.  Our goal is to help advance healthcare by ensuring support for equipment and facility needs for the primary healthcare organizations in our area.  The proceeds raised from this lottery will go towards St. Francis Memorial Hospital (Hospital Medical Equipment).

Reporting

  • The Catch the Ace Raffle Report along with all supporting documentation will be submitted to the licensing authority within seven calendar days after every fourth draw.
